We are here to make a real difference to people’s lives.
Firstly this is about making a difference by improving the health and wellbeing of individuals and their families. In particular it is about taking serious action to reduce the inequalities in health that exist between different communities across North Cumbria.
We want to add years to peoples’ lives, and quality life to these extra years.
Making a difference to people’s lives also includes improving the day to day experience of patients and those working to deliver better healthcare. Working for the health service in North Cumbria should be a privilege and a source of pride. We want this to be true for all our colleagues, as we recognise that quite simply people who are happy in their jobs provide better care.
To achieve our vision we are committed to:
- Delivering standards of care as enjoyed by most of England.
- Returning the local NHS system to a sustainable financial balance.
- Embedding continuous service improvement methods across the system, empowering front line clinicians and practitioners.
- Working flexibly to enable changing, where necessary, which organisation delivers services, where is delivered and how it is paid for.
- Putting ahead of each organisation’s interests and professional interests patients and the health system interests first.

Tackle population health issues where Cumbria is performing poorly, this includes:
- Tackling health inequalities
- Improving the quality of health and care provision
- Creating a health and wellbeing system fit for the future
Local authorities and clinical commissioning groups (CCGs) have equal and joint duties to prepare the Joint Health and Wellbeing Strategy (JHWS) through the Health and Wellbeing Board.
In preparing the Joint Health and Wellbeing Strategy, Health and Wellbeing Boards must have regard to the Secretary of State’s mandate to NHS England which sets out the Government’s priorities for the NHS. They should explain what priorities the health and wellbeing board has set in order to tackle the needs identified in their Joint Strategic Needs Assessment (JSNA).

The JSNA is an assessment of the current and future health and social care needs of Cumbria’s local communities. Findings from the JSNA support the development of a Joint Health and Wellbeing Strategy for Cumbria that sets out priorities to improve health and wellbeing outcomes throughout the county and aims to reduce inequalities.

The North Cumbria integrated health and care system brings together the following system partners:
NHS North Cumbria Clinical Commissioning Group plans and buys most of our clinical services and reviews performance and quality. It also supports our GP services.
North Cumbria Integrated Care NHS Foundation Trust runs our two main hospitals the Cumberland Infirmary in Carlisle and the West Cumberland Hospital in Whitehaven and community services, including district nursing.
Cumbria, Northumberland, Tyne and Wear NHS Foundation Trust provides mental health services.
Our health and care system values our vibrant third sector organisations – many of them are providers as well as advocates for key groups in our community including carers, those with disabilities and older people.
Cumbria CVS provides a valuable connection to our third sector partners.
Healthwatch works with our communities and checks we are delivering effective services.
Our Cumbria Learning and Improvement Collaborative (CLIC) is developing continuous improvement in our services and teams.
Working in partnership with Cumbria County Council.
Joining up our health and care services is an important step to making sure everyone in our community has access to the right care when they need it.
We want that care to be seamless. Whether you need to be admitted to hospital or when you are well enough to go home you should get the right support.
Bringing our teams together means they can work more effectively across pathways and conditions to deliver care in a fully integrated way.
